ACTS

Species at Risk Act: SOR/2011-233 adds Polar Bear (Ursus maritimus) to Part 4 of Schedule 1 as
a species of special concern.

REGULATIONS

Energy Efficiency Regulations (Energy Efficiency Act): SOR/2011-228 amends the dates in
subparagraphs 3(21)(c)(i) and (ii) and in column IV of items 136-139 in Part 1 of Schedule I.

Transportation of Dangerous Goods Regulations (Transportation of Dangerous Goods Act,
1992): SOR/2011-239 amends s. 1.15 to require that dangerous goods must be in a quantity or
concentration available to the general public and that only the user or purchaser of the dangerous
goods transport them or that a retailer transport the dangerous goods to or from the user or
purchaser of the dangerous goods. The amendment is intended to remove the possibility of a
transferable exemption that could lead to situations where carriers, including air carriers, are
unaware they are transporting dangerous goods. Amendments to s. 7.1 deal with the requirements
for an ERAP. The section has been re-organized and some new provisions have been added
either to respond to stakeholder concerns or to improve the clarity of the regulatory text.
Amendments to Schedules 1, 2 and 3 align shipping names, classes, packing groups, and special
provisions between the schedules, and in some cases align the English and French texts in the
schedules.

NEWFOUNDLAND AND LABRADOR

REGULATIONS

Protected Road Zoning Regulations (Urban and Rural Planning Act, 2000): N.LR. 100/11 amends
the Schedule B of the regulation to repeal and replace the entry for The Bona Vista Highway.

NORTHWEST TERRITORIES

REGULATIONS

Food Establishment Safety Regulations (Public Health Act): R-086-2011 adds subsection 20(2)
regarding the separation of food establishments from living quarters.

QUEBEC

ACTS

Act respecting off-highway vehicles: S.Q. 2010, c. 33 ss. are in force amending ss. 8, 48, and 55 and
adding s. 12.2.


REGULATIONS

Groundwater Catchment Regulation (Environment Quality Act): O.C. 1033-2011 amends s. 31
regarding projects serving temporary industrial camps.

Regulation respecting greenhouse gas emissions from motor vehicles (Environment Quality Act):
O.C. 1123-2011 amends s. 21 and adds. s. 25.1 regarding vehicle manufacturers being exempt from
the provisions of Chapter II and Division I of Chapter III if they comply with the Passenger
Automobile and Light Truck Greenhouse Gas Emission Regulations.

Waste Water Disposal Systems for Isolated Dwellings (Environment Quality Act): O.C. 1033-2011
amends s. 2 regarding isolated dwellings that are part of a temporary industrial camp.

REGULATIONS

Interim Whitehorse Periphery Development Area Regulations (Area Development Act): O.I.C.
2011/125 amends the last paragraph of Schedule A regarding the Golden Horn Development Area.
