TITLE OF POSITION: Technical Specialist, Occupational Health and Safety

GROUP/UNIT: Training and Education Service Unit

POSITION #: TR-11

PRIMARY PURPOSE
Through its services and products, CCOHS advances health and safety in Canadian workplaces, and the physical and mental well being of Canadians.

The Training and Education Service Unit provides a high quality and dependable service to fulfill the health and safety related training and education needs of Canadian workplace participants through:


e-learning and classroom training,
a free-of-charge, global web-based information service in a form suitable for the working population to understand, identify and deal with workplace health and safety concerns,
a publications service on workplace health and safety concerns delivered through both print and electronic media to fulfill the needs of Canadian workplace participants, and
a management system based service for Canadian enterprises to use in establishing an effective health and safety program.

The Technical Specialist researches, analyzes, writes and edits occupational health and safety content released through various channels, including CCOHS’ web site, OSH Works, Inquiries, publications, e-courses, and projects. The Technical Specialist provides subject expertise and support to clients of CCOHS products and services, and to CCOHS’ Inquiries and Client Services.

DUTIES
1. Researches, analyzes, writes, reviews and edits e-courses, publications and OSH Answers on a variety of occupational health and safety topics. Assists in the delivery of classroom courses. Responds to inquiries on a range of occupational health and safety issues as assigned. Ensures the accuracy, balance and completeness of technical health and safety information. Communicates these technical concepts clearly. (50%)

2. Develops information bundles for major hazards and risks in various industries. Researches major hazards in selected industries. Develops comprehensive lists of hazards in selected industries. Finds and evaluates checklists, OHS improvement tools, best practices. Writes summary documents on specific hazards, risks, activities. (15%)

3. Provides subject expertise in the ongoing development of OSH Works, and provides OSH Works clients with content support and advice. Interacts with OSH Works clients, advises on hazards and risks, OHS program development, management system development. Provides health and safety content support to clients of other CCOHS products and services as required. (10%)

4. Participates in projects as assigned, including preparation of proposals, planning, project development, research, analysis, report writing and review. (10%)

5. Provides subject expertise for the development of CCOHS’ OHS program. Analyzes, writes, reviews and edits policies, procedures and programs. Advises on and participates in CCOHS’ OHS program enhancement towards a full OHS management system. (5%)

6. Participates in Working Group activities as assigned. This includes performing the responsibilities assigned in the plans towards achieving the objectives of the Working Group. (5%)

7. Other duties, as assigned. (5%)

NATURE AND SCOPE OF POSITION
The position reports to the Manager, Training and Education Service Unit, and is a member of the Training & E-learning, Publications & OSH Answers, Inquiries and Client Services and other working groups, through which all work is planned and implemented under the direction of a Working Group Leader.

The incumbent works closely with members of the Training & E-learning, Publications & OSH Answers and Inquiries and Client Services working groups, and with other working groups as assigned.

The incumbent is expected to participate in the planning of the working groups’ activities, to ensure that s/he plays an active part in achieving the working groups’ goals without causing work overload or imposing conflicting demands, including deadlines. S/he must adjust to frequently changing priorities and deadlines, and notify the affected Working Group Leader(s) and Service Unit Manager(s) should time constraints or other challenges arise that require resolution.

The incumbent is accountable for completing work agreed to and assigned in monthly working group plans and annual working group business plans.

The incumbent works closely with other technical specialists, Working Group leaders, Service Unit Managers and other staff members to ensure a high quality of work and that deadlines are met.

The incumbent has a sound knowledge of a wide range of occupational health and safety topics, with expertise in various areas, such as workplace safety and occupational hygiene.

The incumbent has the ability to research, analyze and assess technical issues in an in-depth manner in order to write accurate, unbiased and comprehensive information products and services.

The incumbent has excellent verbal and writing skills in English, and can readily explain complex technical information in clear and plain language. The incumbent is familiar with adult education concepts and techniques.

The position requires experience working in a project management environment and working on multidisciplinary teams, excellent time management skills and the ability to handle multiple competing priorities. There is a need to produce high quality materials within specified time-frames.

WORKING CONDITIONS
Physical Effort:
Sitting at computer for long periods of time (6 hours/day). Standing for long periods of time is required when representing CCOHS at conferences/trade shows.

Physical Environment:
Some risk of RMI due to intensity and duration of work unless safe work procedures outlined are followed.

Sensory Attention:
Listening attentively to staff or client feedback, concentration while integrating, analyzing and reviewing information.

Mental Stress:
Frequent interruptions; shifting and competing priorities and deadlines. There is occasional interruption to life style due to the requirement to travel to represent CCOHS at conferences/trade shows.

SPECIFICATIONS
Post-graduate degree in occupational health and safety, occupational hygiene, or a related field and at least three years of related experience, or an equivalent combination of education and experience.

Experience in writing, analyzing, reviewing and delivering occupational health and safety content in a variety of media.

Excellent research skills.

Project management skills and excellent ability to work in a team environment.

Proficiency with required office software packages.

Excellent verbal and written skills in both official languages are highly desirable.

Certification as a CRSP and/or CIH/ROH or ability to achieve one or more of these designations is highly desirable.

SALARY
Within the range of $61,338 to $78,974 per annum (CCOHS 09).
