POSITION DESCRIPTION: General Manager, Workplace Health and Safety

REPORTS TO: Senior Vice-President, Operations

ACCOUNTABILITIES AND DUTIES:
As a senior member of the Operations team, the General Manager, Workplace Health and Safety is accountable for influencing changes to legislation, providing subject matter expertise into labour strategy, and leading the design, development and implementation of health and safety strategies, programs and policies that contribute to the overall well-being of employees. The incumbent ensures that the Workplace Health and Safety organization has the required professional expertise and capabilities to act as the corporate function responsible for providing leadership and guidance in the areas of policy, process design and control, regulatory review, compliance review and reporting, claims management, loss prevention, ergonomics and industrial hygiene.

KEY RESPONSIBILITIES
-Designs and deploys the corporate plans, strategies and policies, and overall health and safety management system required to ensure that the goals of a safe and healthy work environment are actively pursued within all levels of the Corporation.

-Promotes the development of a safety culture across the organization with a primary focus on accident prevention and employee wellness within the principles and strategies of a healthy workplace.

-Ensures that all corporate decisions regarding the development of facility and equipment specifications, and changes to operating processes comply with occupational health and safety standards.

-As the corporate authority on Workplace Health and Safety, partners with senior executives to create change and define solutions that serve the best interest of Canada Post in specialized areas such as policy, process design and control, regulatory review, compliance review and reporting, medical management, loss prevention, ergonomics, industrial hygiene and (NJOSH) national joint occupational health and safety committees.

-Ensures comprehensive and effective communications and change management strategies are in place to support the successful implementation of all new initiatives as they relate to Occupational Health and Safety programs.

-Researches and champions Workplace Health and Safety industry best practices and is well versed with respect to federal and provincial legislation to ensure Canada Post compliance.

-Audits and monitors corporate compliance against Health and Safety program specifications, expectations and legislative requirements. Develops and implements process improvements as required.

-In consultation with Labour Relations, develops and deploys return-to-work/modified duties business practices that balance the employee’s rehabilitation needs and Canada Post's duty to accommodate obligations while mitigating productivity risks.

-Develops national training interventions for all levels of management and employees on Health and Safety.

-Acts as the corporate authority for the SAP Health Services and Safety modules. Oversees the production of reliable corporate reports, ensures data integrity and leverages data mining opportunities.

-Develops organizational capability at Head Office and in the regions by maintaining an organization of professional health and safety experts, with the appropriate skills and competencies to meet company objectives, and creates a favourable organizational climate that promotes Operations.

SPECIFIC ACCOUNTABILITIES:
-In this role, the General Manager, Workplace Health and Safety has to ensure that the company is dedicated to the establishment of a grassroots safety culture whereby health and safety are managed as key levers to Operations. This goes beyond meeting legal requirements – as Canada Post positions itself as an employer of choice in the marketplace, its health and safety business practices must be designed and applied as best in class.

-Introducing health and safety changes must be undertaken in collaboration with the company's unions and in compliance with legislation. The need to engage their unions cannot be underestimated as a key success factor in building and sustaining a safety culture across the organization. The challenge involves changing the union’s perspective to one of seeking mutual advantage rather than adopting a position based on self-interest.

-Employees at all levels need to understand that safe and healthy organizations are more effective organizations where employee commitment to high performance directly benefits their customers. Accidents, illnesses (both physical and mental) and absenteeism represent high economic and human costs to the organization.

-The challenge is to constantly balance Canada Post's commitment to doing what is right for the employee, what is right for the company in terms of social responsibility, what is right for the unions and what is right for various legislative bodies without compromising the integrity of its values.

LANGUAGE:
-Bilingual (French, English) is an asset.

EXPERIENCE:
-15+ years of relevant Workplace Health and Safety experience with major organizations (ideally employing over 10,000 employees across the country) at plant and corporate levels. Union experience is required as well as experience in leading a team of Health and Safety specialists across remote locations.

PERSONAL CHARACTERISTICS/ LEADERSHIP SKILLS:
-The incumbent requires a strategic mindset to design a Health and Safety management system that is aligned with the needs of the company and its employees.

-Requires high-level leadership and technical qualifications to conceptualize and design strategic Workplace Health and Safety plans that are best in class from an external benchmark perspective and perceived as valuable to a diverse employee population represented by management and four different bargaining agents.

-The incumbent must be able to engage and win the support of business leaders to champion key operating initiatives that promote a safety culture at all levels of the organization.

-Must be able to execute programs flawlessly with well-planned communications and change management strategies so that employees at all levels in the organization understand the value proposition.

-Analyzes program data to determine issues and recommends changes in workplace programs. Develops business cases and presentations to senior leaders. Contributes to the negotiations process of multi-million dollar contracts with service providers within the Workplace Health and Safety mandate.

-Develops and maintains relationships with corporate leaders and deployed resources. Highly developed partnering skills required to collaborate with other functional General Managers on initiatives of mutual interest. Builds and maintains relationships with senior representatives of health/safety service providers to ensure contract compliance and leverage continuous improvement opportunities.

EDUCATION:
-Undergraduate degree
