Is a licenced forklift technician the only one that can certify a forklift on an annual inspection?

Techdog, where are you located? In Alberta you do not need an annual inspection, but you do need to prepare written instructions on the nature and frequency of inspections, testing and maintenance, taking into account the work to be done and the environmental conditions to which the forklifts will be exposed. And these must be at least the equivalent to the minimum requirements established by the manufacturer. Hope this helps.
