Under the direction of the Manager, Safety, Health and Wellness Services, the Health and Wellness Specialist is responsible for the development, implementation and ongoing management of a comprehensive program of occupational and non-occupational claims management as well as an attendance support and management program and practices including early, safe and healthy return to work programs for ill or injured employees and workplace accommodation programs for employees at work. The incumbent will manage the relationship with the Employee Assistant Program (EAP) provider and will ensure the ongoing provision of a responsive EAP to employees. As the recognized College leader for employee health and wellness initiatives, the incumbent will conduct needs analysis for the purpose of developing, designing and delivering relevant health and wellness programs for the employees at the College. The incumbent will act as a back up to the Manager in their regular duties and in support of the three Joint Occupational Health and Safety Committees at the College.
Specific duties include:
· Developing and implementing policies and procedures in WSIB and LTD Claims Management Programs;
· Establishing WSIB and LTD claim files and ensuring the timely completion of documentation; managing ongoing WSIB Claims and partnering with the LTD carrier in the management of ongoing LTD Claims as progress/changing medical status is achieved;
· Facilitating early and safe return to work for injured employees; facilitating early and safe return to work for employees dealing with the challenges associated with non occupational disabilities/illnesses;
· Analyzing statistical WSIB and LTD claim information, monitoring costs associated with WSIB and LTD Claims, and monitoring claim decisions made by the WSIB and the LTD carrier with regards to benefits and other entitlements;
· Representing the College at the WSIB in adjudication decision appeals and preparing objections to WSIB adjudicator decisions; representing the College in discussions with LTD Case Manager in respect to disagreements on case management protocols;
· Preparing an annual report on WSIB, LTD, STD and EAP experience, trending and cost analysis for Senior Management review and recommending new strategies/program modifications;
· Conducting regular needs analysis with staff regarding their expectations about their health and wellness in the workplace;
· Working independently and collaborating with external experts to deliver learning and experiential opportunities to promote and improve health and wellness; collaborating with internal Leadership Teams to promote a health and wellness culture;
· Consulting with Sheridan leaders to determine current practices in attendance management and identify any gaps in current practices; researching best practices and legal implications associated with effective Attendance Management programs;
· Developing, implementing, and providing training and ongoing support for a college-wide Attendance Support and Management Program;
· Managing administration of EAP program; collaborating with EAP provider to develop and deliver Health and Wellness learning opportunities for staff;
· Regularly analyzing EAP usage statistics to identify emerging issues/concerns for the purpose of implementing early interventions;
· Reviewing EAP costs on a monthly basis and reporting impact to Manager of Safety, Health and Wellness.
Qualifications:
The position requires a 4 year University Degree in Human Resources or a related field (i.e. Behavioural Sciences or Nursing), and a minimum of 5 years related work experience. The incumbent must be able to perform statistical analysis and interpretation of case file data in addition to the ability to forecast/trend future experience projections. The successful candidate will have working knowledge of all relevant legislation including but not limited to Occupational Health and Safety Act, Ontario Human Rights Code, and WSIA, along with knowledge of: medical assessment and evaluation theories and processes; WSIB Claims Management principles; EAP program management; program management, occupational health, and environmental health principles and practices; job task analysis, PDA’s and procedures and practices; accident/incident investigation and incident recall and accident imaging; adult education and motivation theories.
The incumbent should also have experience coordinating Health and Wellness initiatives and programs at multiple locations and with a broad and diverse client community, as well as the ability to apply regulations and procedures to a variety of situations. The candidate should demonstrate excellent communication, presentation, training, and program planning skills, along with the ability to build strong relationships with internal and external service providers, and be firm but fair when dealing with sensitive personal/health challenges of clients. The ability to effectively manage and advance complex and varied case files to successful conclusions is required, as is the ability to take initiative and work in groups or independently with diverse persons regarding difficult personal circumstances.
