I went for a visit into a very dirty food production facility last week and noticed that they were dumping canola oil, dough and other products in large quantity into the water drains inside the building and I also noticed some oil in the back of the building coming from the compressor auto-drain dripping on the ground.
I would like to know where can I file a complaint.

The municipality. They would probably be concerned about the material getting into their storm or sanitary sewers.
