POSITION OUTLINE:
Under the direction of the Director, Environmental Health & Safety, and in consultation with the Emergency Management Committee, the EHS Advisor (Emergency & Business Continuity Planning) performs risk analysis to identify disaster vulnerabilities and leads initiatives to develop and implement university-wide emergency preparedness, response and business continuity plans; liaises with other identified stakeholder groups including faculties, unions, and faculty/staff groups, to solicit their input and promote their engagement in the development of the University and departmental plans; provides emergency preparedness and business continuity advice to University departments; ensures departmental plans harmonize with the University plans; researches and develops theoretical frameworks and working templates; and manages the development and implementation of departmental plans.
The EHS Advisor (Emergency & Business Continuity Planning) develops contacts and liaises with internal and external emergency response services, as well as federal, provincial, and municipal emergency preparedness representatives, to ensure the University’s emergency plans are in alignment with those of external agencies (e.g., City of Burnaby, Vancouver, Surrey and Kamloops, Fire Department, Vancouver Coastal Health, Fraser Health); plans, oversees or develops and presents training programs for emergency response functions; plans and organizes awareness and educational events; plans, develops, coordinates and reviews exercises to test plans and responder understanding.
This position is also responsible for identifying budgetary requirements and preparing an annual report on activities.
QUALIFICATIONS:
- Undergraduate degree in a relevant field with a minimum of four years experience in emergency planning,
business continuity, and the operation of an Emergency Operations Centre, in a consulting, municipal or
educational setting, or an equivalent combination of education, training, and experience. Business
Continuity Planning and/or Emergency Planning certification.
- Knowledge of Provincial Emergency Program, Provincial Emergency Program Act, Emergency
Preparedness Canada, Federal regulations associated with emergency planning and response, and
WorkSafe BC Occupational Health & Safety Regulations, as well as their applications in a post-secondary
environment.
- Knowledge of emergency preparedness planning theory and practice.
- Experience leading and conducting training courses and seminars.
- Excellent project management and planning skills.
- Strong research and technical writing skills.
- Excellent communication (written, verbal, and presentation) skills.
- Excellent interpersonal and conflict management skills.
- Excellent organizational, analytical, and problem solving skills.
- Ability to prepare and present comprehensive plans and reports.
- Ability to find commonality in divergent perspectives and to achieve decisions through consensus.
SALARY RANGE: $61,924 - $73,949 per annum
START DATE: ASAP
