In Ontario, during the annual forklift inspection required by Industrial Regulation 851, is the use of a test weight required to determine a machine's ability to lift it maximum rated load?

Yes, if the competent person doing the examination insists on it. Afterall, they are certifying and signing that the lift truck can safely handled its maxiumum rated load.
