CANADA

ACTS

Marine Transportation Security Act: As a consequential amendment of 2008, c. 21 (Bill C-23),
section 11.1 is repealed (agreements, contributions and grants).

REGULATIONS

Domestic Substances List (Canadian Environmental Protection Act, 1999): SOR/2008-171 adds
6 substances to Part 1 and 14 substances to Part 3 of the DSL. SOR/2008-192 adds Group A
substances to Part 2 of the DSL. SOR/2008-213 adds one substance to Part 1, deletes 2
substances in Part 3 and adds one substance to Part 4 of the DSL. In addition, substances are
deleted from Part 1: SOR/2008-184 removes 534 CAS numbers and SOR/2008-192 removes 145
CAS numbers.

Metal Mining Effluent Regulations (Fisheries Act): SOR/2008-216 adds two fish-bearing water
bodies to Schedule 2, designating them as tailings impoundment areas (see new items 8 & 9.

Motor Vehicle Safety Regulations (Motor Vehicle Safety Act): SOR/2008-199 amends the act by
incorporating the safety standards of Europe and the United States. Until August 31, 2009, a
passenger car may conform either to the current version or as it read before this Regulations.
SOR/2008-73 is incorporates a reference to the standard of the global technical regulation on
door locks and door retention components. These changes are meant to reduce the risks
associated with inadvertent door opening on a variety doors in a variety of vehicles. SOR/2008-
104 amends inconsistencies between the English and French versions as well as clarifying the
intent of several sections in Schedule IV. The definition mobility for 'mobility-impaired
occupant' to clarify its application to the mass of the occupant instead of the occupant's age.
These changes to the English version accord with the French version. Amendments are made to
introduce metric numbering in subsection 103(1) of Schedule IV. Several inconsistencies and
errors in Schedule IV have been corrected and amended.

ALBERTA

REGULATIONS

Bill of Lading and Conditions of Carriage Regulation (Traffic Safety Act): Alta. Reg. 101/2008
extends the expiry date of the regulation to 2013 (see section 19).

Edmonton Restricted Development Area Regulations (Government Organization Act): Alta. Reg.
89/2008 amends items 1 (sections 8 & 18 and 34) and 4 (section 6) in the Schedule.

Oil and Gas Conservation Regulations (Oil and Gas Conservation Act): Alta. Reg. 114/2008
repeals Part 16 (Levies on Wells and Oil Sands Projects). The provisions are now in a separate
regulation: "Energy Resources Conservation Board Administration Fees Regulation", Alta. Reg.
114/2008. Alta. Regulation 115/2008 replaces section 1.020(2)5(ii) and amends section 7.020.

BRITISH COLUMBIA

ACTS

Coal Act: As a consequential amendment of 2007, c. 8, now proclaimed in force, subsection 3(1)
is amended and clause 26(2)(d.1) is added.

Protected Areas of British Columbia Act (S.B.C. 2000, c. 17): S.B.C. 2008, c. 26 amends the act
by introducing new areas of protection in schedules A - E. Several descriptions have been
repealed from Schedule C and moved to Schedule D. Descriptions for the San Juan River
Estuary ecological Reserve, Charlie Lake Park, Coldwater River Park, Shuswap Lake Marine
Park - St. Ives, Anhluut'ukwsim Laxmihl Angwinga'asanskwhl Nisga'a, Gilpin Grasslands Park,
Roche Lake Park, Penrose - Ripon Conservancy Philips Estuary/.... Conservancy, Tsa-Lati
/Smokehouse Conservancy and the .../Cape Caution Conservancy have been amended.

REGULATIONS

Administrative Orders and Remedies Regulation (Forest and Range Practices Act): B.C. Reg.
104/2008 removes a section reference in section 14(e).

Coal Act Regulation: B.C. Reg. 78/2008 adds section 2.1 (notice requirements before entering
private land).

Firefighters' Occupational Disease Regulation (Workers' Compensation Act): B.C. Reg.
110/2008 adds item 6.1 (primary site testicular cancer) to the table in section 1.

Forest Planning and Practices Regulation (Forest and Range Practices Act): B.C. Reg. 104/2008
repeals various subsections in sections 86, 86.1 and 112.

Motor Vehicle Act Regulations: B.C. Reg. 90/2008 replaces subsection 4.28(8) (flashing lights
on official vehicles).

NEWFOUNDLAND AND LABRADOR

REGULATIONS

Cutting of Timber Regulations (Forestry Act): N.L.R. 34/08 amends the regulation by repealing
and replacing subsections 2(c), 3.2(3)(g) and 5(1).

Vehicles Regulations, 2001 (Highway Traffic Act): N.L.R. 37/08 replaces section 7 (excessive
axle mass), amends paragraph 9(i), adds section 9.1 (aerodynamic devices), and replaces
Schedule D (Overdimensional "D" Signs).

ONTARIO

REGULATIONS

Control of Exposure to Biological or Chemical Agents (Occupational Health and Safety Act):
O. Reg. 248/08 amends Part 4 by striking out the following chemicals: Aldrin; Arsine; Calcium carbonate; Coumaphos, inhalable, vapour and aerosol; Limestone (total dust); Methylbenzene; Methyl demeton; 2-Methyl-3,5-dinitrobenzamide; 5-Methyl-3-heptanone; 2,2 -(Oxybis(methylene)) - bisoxirane; 2-Pentanone; n-Propanol, also known as n-Propyl alcohol; Tetraethyl pyrophosphate; Tetrahydrofuran; Trichloroethylene. Part 4 is amended by adding the following: Alachlor, inhalable aerosol and vapour; Aldrin, inhalable aerosol and vapour; Arsine; Coumaphos, inhalable aerosol and vapour; Diglycidyl ether (DGE); Dimethyl carbamoyl chloride; Dimethyl disulfide; 3,5-Dinitro-o-toluamide; Ethyl amyl ketone; Hexafluoropropylene; Methyl demeton, inhalable aerosol and vapour; 1-Methyl naphthalene; 2-Methyl naphthalene; Methyl propyl ketone; 5-Nitro-o-toluidine, inhalable; n-Propanol, also known as n-Propyl alcohol; Tetraethyl pyrophosphate (TEPP), inhalable aerosol and vapour; Tetrahydrofuran; Toluene, also known as Methylbenzene; Trichloroethylene. Dimethylcarbamoyl chloride is struck out in Part 10.

Designation of Conservation Reserves (Provincial Parks and Conservation Reserves Act, 2006):
O. Reg. 199/08 replaces Schedules 37, 68, 81, 92, 116, 123, 132, 222 and 225, and adds 293 and
294.

Designation of Provincial Parks (Provincial Parks and Conservation Reserves Act, 2006): O.
Reg. 197/08 & 198/08 change the name of the regulation to "Designation and Classification of
Provincial Parks"; replace sections 2 and 3; add section 5 (wilderness class parks); make
amendments and additions to the Table.

General (Environmental Assessment Act): O. Reg. 232/08 adds subsection 5(2.1) (transit project)
and repeals clause 5(3)(f).

General (Environmental Bill of Rights, 1993): O. Reg. 215/08 adds references to various Acts in
several sections.

General (Mandatory Blood Testing Act, 2006): O. Reg. 244/08 adds items 7 & 8 to section 3
(persons who may apply under the Act).

General (Waste Management): O. Reg. 217/08 adds subsection 1(1.1) (examples of common
engineered facilities); in the Standards for Waste Disposal Sites division sections 11.1 to 11.5 are
added (regarding landfilling sites).

Landfilling Sites (Environmental Protection Act): O. Reg. 216/08 amends section 1, section 15
(atmospheric emissions of landfill gas), and replaces subsection 28(3).

Miscellaneous (Clean Water Act, 2006): O. Reg. 218/08 adds section 5.1 (training for purposes
of entering property) and replaces section 7 (Ontario Drinking Water Stewardship Program).

Reviews and Appeals of Orders Issued by the Electrical Safety Authority (Safety and Consumer
Statutes Administration Act, 1996): O. Reg. 212/08 replaces subsection 2(1) & (2) (Director's
review).

Waste Electrical and Electronic Equipment (Waste Diversion Act, 2002): O. Reg. 245/08 adds
sections 3 through 8 concerning Ontario Electronic Stewardship, the industry funding
organization for the waste diversion program for waste electrical and electronic equipment.

QUEBEC

REGULATIONS

Construction Code (Building Act): O.C. 293-2008 amends the act by repealing and replacing
Chapter I (Building). O.C. 294-2008 amends the act by repealing and replacing Chapter III
(Plumbing).

Regulation respecting the quality of drinking water (Environment Quality Act): O.C. 633-2008
replaces section 53 and adds section 53.0.1. These amendments grant more time for drinking
water distributions systems to bring them into compliance with the requirements respecting the
filtration of surface water. Interim control measures and additional analyses are also stated.

Regulation respecting waste water disposal systems for isolated dwellings (Environment Quality
Act): O.C. 567-2008 makes several amendments regarding secondary treatment systems,
including changes regarding soil absorption fields (sections 25.1 & 25.2), seepage beds (sections
31.1 & 31.2), above-ground sand-filter beds (39.2 & 39.3), and standard sand-filter beds (section
46.2). Section 16.3 (watertightness and location) is replaced.

SASKATCHEWAN

ACTS

Traffic Safety Act (S.S. 2004, c. T-18.1): S.S. 2008, c. 12 amends the act by renumbering section
201 as subsection 201(1) and adding a subsection (2).
