Good day. We are looking to implement a warehouse racking system inspection program. I was wondering if anyone would be willing to share any SOPs or inspection checklists as well as any experiences you may have had with the implementation of such a program.

I would also be interested in finding out.
I know the CSA states that the racking must be inspected on a regular basis by a qualified inspector. But what are thoes qualifications? does the person have to be a P.Eng?

The IAPA has a course "Inspecting and Maintaining Steel Storage Racks" that may fit the bill. Participants will receive both the CSA standard along with the CSST Safety of Pallet racks guides. There are several checklists in the 2nd guide.
To the best of my knowledge inspections do not have to be done by a P.Eng. Should new racking or major relocation be done than a pre-start would be required and this is normally completed by a P.Eng but again I am not 100% sure this is a firm requirement under the OHSA.
The difficult part of racking inspections is not so much the checklist but more with the interpretation of the checklist (e.g. does the damage exceed specified limits?) It would really depend on the knowledge/experience base for the person you designate as your racking inspector.

CSA A344.1-05 states:
Owners should ensure that there is a systematic Pallet Rack inspection program in place and that a Competent person performs the inspection.
The inspection should identify: any variance from the posted layout and elevation drawings; structural damage and/or missing or out of position components.
The frequency of inspections should be governed by the nature of the environment in which the Pallet Rack is situated, the incidence of damage found, and the requirements of local regulations, if any.
Should guidance be required on this subject, FEM 10.2.04 standard may be referenced, specifically its section titled “Safety of Equipment in Use and Evaluation of Damaged Components”.
The PSR that bmason mentions is something that must be done by a P.Eng. is typically a one time thing unless modifications or repairs take place.
Your best bet is to contact the original supplier of the storage system for advice.

Pallet racking inspection is now a legal requirement but this is not the only reason you should have your racking inspected on a regular basis.
A rack inspection is required under Health and Safety legislation on a regular basis.
Pallet racking is classified as 'Work Equipment' and therefore requires regular documented inspections.
Regular rack safety inspections can help reduce both insurance premiums and maintenance costs.
You may have no choice if required by an insurer, Health and Safety Officer, following a warehouse accident, or even a rack collapse.
Investigation into the causes of damage results in improved operating methods, damage reduction, and reduced maintenance costs.
Racking Inspection Services can assist in the development of internal inspection and recording system.
I am not sure how relevant it would be as I am in Aus but I developed a simple one pager that our warehouse people use once a month to check over the racking that we have.
This is then followed up by a yearly comprehensive audit done by an external person that could be a manufacturer, supplier or even installer. It all depends on what experience they have and competency in doing this.
